In order to promote the Republic of Croatia and its monetary unit, the Croatian National Bank issued a set of circulation coins bearing inscriptions in four languages: Croatian, German, English and Italian. The coin set is sealed into a transparent plastic sheet, mounted in a suitable cover. Printed on the cover is an article on the Republic of Croatia and the basic features of the coins, accompanied by the photographs of cities, important monuments and natural beauties of the Republic of Croatia.

The Decision on the issue of sets of circulation kuna and lipa coins of the Republic of Croatia was published in the Official Gazette No. 50/1995.
The coin design is by the sculptor Kuzma Kovačić.
The numismatic coin sets were minted by the Croatian Mint.
