To open a current account, one has to enter into a framework contract regulating the use of such an account and determining the rights and obligations of both service providers (most commonly banks) and account users. Do not hesitate to request additional information: it is available in the general operating conditions or may be obtained in a direct contact with bank employees who can provide you with any explanations you might need. Before negotiating a payment account, one has to obtain information on any fees charged for that or an associated service from a publicly available tariff of service fees of each individual bank.
