The Payment System Act which entered into force on 28 July 2018 provided for increased protection of payment service users in case of payment card payments when the exact amount of payment transaction is not known at the time of payers' consent for payment transaction execution, such as for instance hotel reservations, car rental services, payments at automated petrol stations, etc. In such cases, the payment service provider may reserve (block) funds in the payer's payment account only if the payer has given consent for the exact amount of funds to be reserved. The payer’s payment service provider must release the blocked funds immediately after receipt of the information on the exact amount of the payment transaction and at the latest immediately after receipt of the payment order.
